Reset router, scan pc for viruses. Ever thought about getting a 2nd hard drive with windows for gaming and another partition for all your other programs? Some of these programs probably run in your background services and eat memory while you play games also some do maybe background updates.

Check if you're getting packet loss. Try using tracert and see if you lose packets going to either the 7 server or try even seeing if you loose packets going to google servers. Does it happen if you join any other cs servers, or is it only when you connect to 7? Also what rates do you use ingame?

I've been getting this as well hence why I have not been on 7 for a while, Im just waiting for new server 7 to arrive. Server 7 yesterday was totally unplayable for me real bad lags I had loss and choke and the server SER was through the roof, only on 7 but with not as a high ping as yours mine was just double its normal

No Packets lose ... Rate 800000 .
This in happen in other servers but just up to 300 . 350 ms only when i join , few second, then back to normal ping .. my ping in game most of time 90 - 100.

For this points , i installed new windows , and my steam installed by default . c/programefiles(86)... Most programs not allowed to use internet, by firewall ( i did it ) .

Is your line shared by other people? Even in the house? If not then probably and issue with your ISP

If it only happens when you join and after a few secs goes back to the usual ping, i think it's probably normal and not a client issue. It happens to me too sometimes. The worst thing are lag spikes when you're in the middle of a game...

I can tell you what I did to have the best possible network options:

rate "786432" + unrestricted (in-game setting) I use this because I have 120 Mbps download speed if you have more than 6.2 use it too... just put the rate command into your autoexec and type exec autoexec when you open the game
cl_interp_ratio "2" instead of 1... if you ever feel like your shots aren't being recognized this is the command you need. It will also make killing the 200+ ping laggers easier haha (put in autoexec)
cl_lagcompensation "1" I told Kirito about this one and he said it helped even tho theres no magic command for his 300 ping... (put in autoexec)
Registry▪NetworkThrottlingIndex I have win 10 but I think older os's are also doing it. Basically windows will restrict the processing of non-multimedia traffic to 10 packets per millisecond and you should disable it completely by using the value ffffffff in the DWORD entry... Just open regedit and go to:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile
NetworkThrottlingIndex=ffffffff (DWORD, default: 10, recommended: 10 for media sharing, ffffffff for gaming and max throughput, valid range: 1 through 70 decimal or ffffffff to completely disable throttling)

First of all get red of that bio toxic windows 7 it's not supported anymore so you can get any viruses because they don't patch it anymore. Upgrade to 10 it's pretty good & stable now. If you still get the issue you need throw your computer in bio quarantine. xD

Those are ping tests with out the game running even the steam test before you have started the game. this is clearly an issue with something either in your config or your game. Have you tried reinstall from scratch don't save any thing you want a fresh install. If you have windows 10 maybe also fresh install as this help me with my problems i had. Might be a fire wall issue like a multiple port scan while your playing.
